Why we opened the desk in 花蓮縣

Our partners spent years inside payment institutions and advisory firms in Taipei before choosing Hualien as a quieter base for report writing and sample analysis. Distance from the capital does not distance us from the work — interview weeks still happen in client offices across Taiwan.

We saw boards receive glossy gap assessments that never sampled a customer file. Harborline exists to put evidence back at the centre of audits for fintech: binders, alert notes, escalation minutes, and the people who clear exceptions on Tuesday afternoons.

How we work with clients

We stay independent of the controls we examine. Harborline does not implement monitoring rules, place outsourced compliance officers as a conflicted dual role on the same engagement, or write licence applications we later audit.

Values that shape the practice: evidence over assertion, severity ratings tied to residual risk, and language directors can carry into minutes without translation. We respect Taiwan’s regulatory vocabulary and the real staffing constraints of young fintech teams.
